City Council votes to approve $3 million downtown property resolution

SIOUX CITY -- The Sioux City Council voted Monday to approve a $3 million agreement with Auditorium Shopping Area LLP to purchase property located at 100 Pierce St., 112 Pierce St. and 124 Pierce St.

Currently, that 4-acre site is home to Walgreens, Burger King and a now shuttered Ashley HomeStore location.

"This 4-acre site serves as a gateway into downtown, and its acquisition gives the City a rare opportunity to strategically guide redevelopment in a way that maximizes long-term public benefit," Sioux City Economic Development Director Marty Dougherty told Council members.

The property has seen a downturn in recent years.

"By securing this site, the City can offer a unique development opportunity that will attract private investment, tourism, and new businesses, strengthen the tax base, and create new jobs and amenities for residents," Dougherty said in a council's agenda request. "This investment builds on millions already committed to downtown and the riverfront, helping create a more vibrant, welcoming district that benefits not only Sioux City but the entire region."

Being just off the interstate and close to the riverfront would provide the property with a high level of visibility and "positions it as a natural hub for mixed-use redevelopment that could include housing, retail, entertainment, and hospitality," the request stated.

"Public ownership will also allow the City to clean up the property, enhance its image, and control the quality and type of redevelopment, ensuring alignment with long-term community goals and downtown revitalization strategies," the request stated.

According to the city documents, the city will have a 120-day due diligence period prior to closing on the deal which involves Auditorium Shopping Area and NAI United as the broker.

Mayor Bob Scott said he'd feel more comfortable if there already was a developer in place for the proposed project, while Council Member Julie Schoenherr wanted to see the city have a greater say in how the property would be utilized.

"This is a once-in-a-lifetime opportunity for us and it something we shouldn't rush into," Schoenherr said. "If it is to be used for business, we need to see who is really interested."

In other news, the Council deferred an ordinance vacating a 28,800-square-foot portion of 45th Street, adjacent to 4510 Van Buren Street until next week.

Residents in the area expressed concern regarding the ordinance at Monday's meeting and this will be the second week in the row that the Council requested additional information from the Planning and Zoning Commission.
